Annual Transfer Guidelines for Judicial Officers in U.P. – 2025 Notification

The Allahabad High Court has released its annual transfer guidelines for Judicial Officers in Uttar Pradesh, to be implemented by May 31, 2025. These guidelines outline the norms for transfer and posting based on tenure, location restrictions, and additional rules for the upcoming year.


Key Guidelines for Transfer 2025

The key points of the transfer policy are as follows:

  1. Tenure Requirements:
    • Judicial officers are due for transfer after completing three years at a district headquarters or two years in outlying courts or Gram Nyayalaya.
  2. Location Restrictions:
    • Officers will not be posted to their home districts.
    • They will not be transferred back to a district where they have served within the past six years or to a zone where they have served within three years.
    • Posting to adjoining districts of other zones is also prohibited.
  3. Special Cases:
    • Officers who served in a zone for less than six months are exempt from certain posting restrictions.
    • The transfer rules do not apply to District Judges, except for the prohibition on home district postings.
  4. Own Request Transfers:
    • Officers who are transferred on their own request will not be entitled to travel allowance under Rule 42 of Chapter-IV of the F.H.B., Volume-III.

Application Process for Transfer

Eligible officers are required to submit their transfer requests via the E-services portal at www.dc.allahabadhighcourt.in by December 31, 2024. Requests submitted after the deadline or through physical copies will not be entertained.

Officers are also required to complete a proforma with information on family and professional connections within the state, as well as places where they have previously studied, as per the Court’s guidelines.


Division of U.P. into Zones

The State of Uttar Pradesh has been divided into seven zones, each comprising specific districts. These zones play a significant role in determining the transfer locations for officers. The zones include Kanpur, Gorakhpur, Bareilly, Agra, Lucknow, Allahabad, and Meerut.


Judicial officers are encouraged to adhere to the guidelines and submit their applications on time to ensure a smooth transfer process for 2025.
